Add another laptop to a wireless router.?

I have a laptop (Vista) in a wireless Netgear router. I want to use the same router to log on with another laptop. Its not the newest laptop: I have a Westell 802.11 wireless LAN card in the computer utility Portable seconds. When I try to log into the router that says "You might not be able to access the Internet or some network resources. This problem occurred because the network did not assign a network address to the computer. "I can steal internet from my neighbor who does not have a router blocked. But I want to use my router. Please help. Thanks beforehand.

If your router is protected as it seems you're using something like WEP or WPA for encryption. Based on the fact that sounds like the router and the computer are newer Vista laptop (obviously for Vista), the router is most likely using WPA. The laptop wireless card may not support older WPA. You should check to see if there are newer drivers available for this card that may provide support WPA. If the drivers are not available or the card physically can not support the type of encryption that is running on the router has two options: 1. Use WEP on the router is not recommended, because WEP is not as secure as WPA 2. Get a new laptop wireless card that supports WPA old.
