How to setup a wireless connection?

Recently I moved house in an apartment. Wireless networks that have been in authenticate are very shallow here and I want to connect a wireless router. The only problem is that the other housemates did not want the phone line to be used as an outside line. There are, however, a dial tone, and the line is likely to accept incoming calls (if you know the number) so, I will be able to buy the likes of Netgear router, plug it in, and be able to use it, or do I have to set up an account with BT?
