A second wireless router configured as an access point must be connected to a modem?

Our security-enabled wireless network, but the work requires me to VPN using a cable or wireless connection unsecured. Instead of deleting the security of our network, I would add a flat router up to connect to the network with an ethernet cable. If I can set up a second router as an access point, will I be prompted to connect to a DSL modem, or you can simply be turned on and config'd?

The second router configured as an access point would be connected to the main router and then emits radio signal connect. This would add another network SSID could be configured without security. I would caution to think that this gives a path to the network is not secure. I think what we could be trying to do is pick up the signal wirelessly to the router and the second being able to connect to their cable connection ports for connection to the network perhaps?
